Ordinance 2,566: import and export of controlled products

Straight answers on the Brazilian Army rule for foreign trade of controlled products and its related rules, with the legal basis for each point.

What is Ordinance 2,566 and what does it regulate?EB
It is the Brazilian Army rule for the foreign trade of Army-controlled products (PCE): import, export, temporary admission and temporary export. Its full name is Portaria C Ex nº 2.566, of 10/08/2025 (EB10-N-03.002, 2nd edition). It repealed Ordinances 1,729 and 1,880-C Ex/2019; rules that still cite 1,729 should be read as 2,566.

Legal basisPort C Ex 2.566/2025; Lei 10.826/2003, art. 24; Dec 9.847/2019, arts. 34–44; Dec 10.030/2019 (R-105), arts. 25–37

What is the LPCO and when must it be issued?EB
The import LPCO is the Army license in Brazil's Single Foreign Trade Portal (Siscomex). It must be approved before shipment abroad, is valid for 24 months, may cover several import declarations (DUIMP), and is limited to what the importer's Army registration (CR/TR) allows and to one purpose.

Legal basisPort C Ex 2.566/2025; Dec 9.847/2019, arts. 34–44

Can I receive firearms, parts or ammunition by mail or courier?EB
No. Postal and express (courier) shipments are prohibited for firearms, frames, slides/bolts, barrels, ammunition, components, explosives and chemical agents. These items must enter through regular customs clearance, with an LPCO.

Legal basisPort C Ex 2.566/2025

Can a CAC (licensed collector, sport shooter or hunter) import a firearm directly? How?PFEB
Yes, with prior authorization from the Federal Police (PF). There is no specific import authorization in Sinarm-CAC: the regular purchase authorization is used, naming the generic dealer CNPJ 00.394.494/9999-07. Once approved, the LPCO is requested from the Army. The Army only requires the PF authorization; Sinarm-CAC system issues must be solved with the PF.

Legal basisPort C Ex 2.566/2025; IN DG/PF 311/2025; Of 128/2026-CGARM/PF; Of 1476/2026 e 1205/2026-DFPC

What does an importing company need?EB
A valid Army registration (CR or TR) listing the activity and purpose; a conformity certificate for the product when required; and the technical catalog attached to the LPCO. Marking must be requested together with licensing.

Legal basisPort C Ex 2.566/2025, art. 16, §2º, art. 23, I, e art. 30, I; Port 189-EME/2020, arts. 51–52

Does the conformity certificate also apply to individuals?EB
Ordinance 2,566 requires the certificate in LPCOs filed by companies and public agencies. For ballistic vests, helmets and shields, Ordinance 289-COLOG/2026 requires a certificate or ReTEx from any importer, which may reach individuals. The Army's position is still settling; a case-by-case review is recommended.

Legal basisPort C Ex 2.566/2025, arts. 23, I, e 30, I; Port 289-COLOG/2026, art. 31; Port 189-EME/2020

How does importing ammunition and reloading components work?EB
The LPCO for ammunition and components is issued by quantity bands ("Flex License"). Reloading components follow the band in Annex C of Ordinance 2,566, and the reloading equipment must be registered beforehand. Presses, dies and reloading projectiles are controlled products.

Legal basisPort C Ex 2.566/2025, arts. 9º e 13 e Anexo C; Of 2075/2026-DFPC; ITA 31-DFPC/2025

How do customs clearance and inspection work on arrival?EB
Goods may only enter through locations with an Army Controlled Products Inspection Service (SFPC). Physical inspection applies to types 1, 2, 5 and 9 of the controlled products list. In practice, ammunition and components (primers, cases, projectiles) go to the red channel, and powder to the yellow channel, by sampling.

Legal basisPort C Ex 2.566/2025; Port 118-COLOG/2019

What about marking of imported firearms?EB
Marking must be requested together with licensing. An imported firearm must identify the importer, besides manufacturer, country, caliber and serial number. Goods without minimum origin marking may be returned.

Do conversion kits and chassis need an LPCO?EB
Yes. Pistol conversion kits and chassis are restricted controlled products, and the LPCO must be approved before shipment.

Legal basisOf 2074/2026-DFPC; Port C Ex 2.566/2025

Night vision, thermal, suppressors and other accessories: what is controlled?EB
Controlled night-vision and thermal devices are restricted products requiring Army Command authorization; they are prohibited for sport shooters, collectors and judges/prosecutors, and licensed hunters may only hold thermal scopes. Suppressors are restricted. Not controlled: magazines, flash hiders, red dots, lasers and optics without night-vision or thermal capability.

Accompanied baggage and repatriating a firearm: how does it work?PFEB
For accompanied baggage, registration is due within 10 days after clearance, and the LPCO requires prior PF authorization, including for repatriation. Repatriation has no specific procedure: it combines the Army import authorization with the PF purchase authorization.

Legal basisPort C Ex 2.566/2025; Despacho CGARM/PF SEI 146413316 (02/06/2026)

Can I bring products in for a trade show or exhibition?EB
Yes, under temporary admission. Exhibitors must apply 30 days in advance and organizers 90 days in advance; goods may stay up to 6 months, and the conformity certificate is waived.

Legal basisPort C Ex 2.566/2025; Port 189-EME/2020

What about exports?EB
The export LPCO is valid for 180 days. Temporary export (for repair, competition or exhibition, for example) may last up to 24 months.

Legal basisPort C Ex 2.566/2025

What if the goods are seized by customs?EB
For seized chemical, pyrotechnic, ballistic-protection items and air guns, storage, transport and destruction costs fall on the former owner, and the Military Region assesses whether to open a sanctions process.

Points of attention

  • Outdated references. Ordinances 164 and 167-COLOG, ITA 25/2022 and art. 53 of IN 311/2025 still cite the repealed Ordinance 1,729. Read them as Ordinance 2,566.
  • Sinarm-CAC registration. Directly imported products do not appear for selection in Sinarm-CAC, and the Federal Police has not yet defined the registration path.
  • Vests and helmets. The certificate requirement for any importer of ballistic protection (Ord. 289-COLOG/2026, art. 31) may reach individuals, including judges and prosecutors.
  • Magazines, optical sights and scopes are no longer controlled. They were removed from the controlled products list by Decree 10,627/2021, which amended the R-105 (Decree 10,030/2019), as confirmed by the DFPC in reply to a formal inquiry (Letters 2898/2023 and 108/2024-DFPC). Only night-vision or thermal devices remain controlled (ITA 32-DFPC/2026).
